Needs Assessment Package for Male Engagement Programming

EngenderHealth and Promundo’s Needs Assessment Tool, supported by PEPFAR, provides a framework for evaluating how effectively men are engaged in HIV/AIDS prevention, care, and treatment. The tool examines how gender norms and male socialization influence health behaviors and service uptake and includes questionnaires to assess organizational capacity, policy support, and programming gaps. Drawing from field testing in Ethiopia, Mozambique, Namibia, and Tanzania, it highlights barriers like stigma, limited provider training, and structural challenges. This resource equips governments, donors, and NGOs to strengthen gender-sensitive approaches, improve male engagement, and promote equitable access to HIV services.
